A sparkling wine should only be called Champagne if it comes from the region of Champagne, France. Period.
Champagne is a sparking wine from a specific part of the world. Champagne gets its name from geography.
“Sparkling Wine” is made throughout the world, including New York State. There is only one true Champagne, from the beautiful Champagne, France near Paris.
